Find the constraint before adding engineers
Additional engineers help when engineering capacity is the constraint. First check whether work is waiting for decisions, access, review or implementation.

Follow the work that did not finish
Look at a meaningful piece of delayed work and reconstruct where it spent time. Separate active implementation from waiting. A task may be labeled in progress while the engineer is waiting for a business rule or access to an environment. These delays call for different responses. A useful staffing brief names the work an additional person could actually advance.
Check the management capacity around the role
An engineer needs direction, access and a path to review. If the same overloaded lead must answer every question and approve every change, another person can add coordination before adding useful output. Decide which decisions can be delegated and which information should be written down. This work is part of preparing the placement, not an optional task after the person joins.
Match the intervention to the constraint
If implementation capacity is missing, define a workstream and the seniority it requires. If approvals are the issue, assign decision ownership. If the company lacks technical direction altogether, a managed technology function may be more appropriate than a standalone placement.
